Slain was Roberto Salvador, 50, of Barangay 3. His partner, Norma Tipon, 39, of Barangay 4 was wounded.
Police Major Sherlock Gabana, head of Police Station 2, said the victims were standing in the area when two unidentified armed persons wearing Halloween masks arrived and shot them.
The gunmen fled on board a motorcycle.
Police recovered from the scene bullet casings and deformed slugs of unknown caliber.

Salvador had survived an attempt on his life months ago after he was also allegedly attacked by a person also engaging in illegal drugs, the station commander said.
