By Felipe V. Celino

ROXAS CITY, Capiz – Capiz Governor Fredenil Castro threatened to terminate the contract of the firm constructing a 5-storey building of Roxas Memorial Provincial Hospital (RMPH) in Brgy. Lanot should it continue to delay its works.

Castro ordered the Provincial Engineer’s Office (PEO) to warn the contractor to finish the project.

Castro said the building started in 2010 but it remains unfinished after 12 years.

“The provincial government will find another contractor by re-bidding the project should it continue to delay the construction,” Castro said.

Three administrations have passed but the building has yet to be finished. The project started under the helm of former governor Victor Tanco Sr. who was replaced by then governor Antonio del Rosario. The project continued even under former governor Esteban Evan Nonoy Contreras.

At present, the ground floor is almost finished while the second floor is about 80 percent completed.

The unfinished hospital building will cater to outpatients to declog the congested RMPH on Arnaldo Boulevard.

It was learned that lack of budget hindered the continuation of the project.
