NEDA pushes ‘Konektadong Pinoy Bill’ for enhanced internet access

On March 15, 2024, the National Economic and Development Authority (NEDA) made a decisive push for the ‘Konektadong Pinoy Bill’, marking a significant step towards bolstering the Philippines’ internet infrastructure.

At a forum in Quezon City, NEDA Secretary Arsenio M. Balisacan articulated the essential need for reliable internet services as a cornerstone for the nation’s socioeconomic growth.

He called attention to the transformative potential of information and communication technologies, which could redefine facets of Filipino life.

The Konektadong Pinoy Bill, or the Open Access in Data Transmission Bill, is under the Senate’s scrutiny after its passage by the House of Representatives. It emerges as part of the Common Legislative Agenda of the Legislative-Executive Development Advisory Committee (LEDAC), reflecting a concerted effort between branches of government to address this crucial matter.

The legislation is a response to the stark realities of a digital era, where internet access spells the difference between stagnation and progress. It promises to usher in affordable internet access for every Filipino, enabling even the most remote areas to engage fully in the digital economy. This push for connectivity aligns with the NEDA’s vision for inclusive growth, where digital literacy and access are not privileges but fundamental rights.

As part of the campaign, NEDA Undersecretary Krystal Lyn T. Uy emphasized that high-speed internet is a lifeline for socioeconomic advancement. The bill is expected to empower remote communities, online entrepreneurs, and individuals seeking educational and professional development opportunities.

This legislative drive dovetails with a broader effort to enhance the country’s Information and Communication Technology (ICT) sector. The Konektadong Pinoy Bill is seen as a transformative tool for legal and regulatory reform, aimed at facilitating more robust network infrastructure deployment and spectrum management.

The forum, a collaborative initiative involving NEDA, USAID’s BEACON Project, the World Bank, and the Department of Information and Communications Technology, provided a platform to dissect the World Bank’s policy note titled “Better Internet for All Filipinos.” The note lays out a blueprint for fostering competition and boosting investment in broadband infrastructure.

The Konektadong Pinoy Bill is more than legislation for NEDA; it is a campaign for economic resilience and sustainable growth. By promoting infrastructure investment and safeguarding digital assets, the Philippines positions itself to not just navigate but thrive in the 21st-century digital landscape.

The proposed bill is a nod to the necessity of comprehensive internet access in a world increasingly governed by digital interactions and transactions. Its passage would signify a leap forward for the Philippines, setting a precedent for other nations grappling with the digital divide.

As deliberations continue, the underlying message of NEDA’s advocacy is clear: access to the internet is an indispensable ingredient for national development. Through the Konektadong Pinoy Bill, NEDA envisions a future where connectivity is a shared resource that fuels the ambitions and aspirations of every Filipino.
