PhilHealth approves Aklan Health Care Provider Network

The Philippine Health Insurance Corporation (PhilHealth) Region 6 has finalized a Memorandum of Agreement (MOA) with the province of Aklan, designating it as one of the Health Care Provider Network (HCPN) demonstration sites during the Negotiation and Capacity Building on Universal Health Care (UHC) Policies.

With this agreement, Aklan will serve as a pilot area to implement innovative health reforms within a health care network setting, addressing the fragmented delivery of health services by providing comprehensive and integrated care from primary to tertiary levels.

PhilHealth Region 6 Acting Vice President Lazaro T. Tabsing praised the Aklan Provincial Government and its partners for their commitment to providing quality health care to Akeanons.

“Local leaders are key public health actors. We recognize the efforts of the Aklan local government and its team for their vision of a healthier and more productive Akeanon community,” Tabsing said. He added that the partnership marks the beginning of essential health reforms that will ensure the full implementation of UHC, guaranteeing equitable access to affordable, quality, and effective health care for all Filipinos.

The HCPN aims to enhance health care delivery efficiency, improve access to health services, and boost patient outcomes by coordinating care across various providers—from initial patient care to navigated referrals within the network.

During the negotiation activity, policies governing the establishment of the HCPN were presented, including the prospective payment through a Global Budget system. As of Aug. 31, 2024, PhilHealth has reimbursed nearly PHP14.5 million to accredited KonSulTa package providers (KPPS) in Aklan for services rendered.

The event, held at Marzon’s Convention Center in Kalibo, Aklan, was attended by Governor Jose Enrique M. Miraflores, Dr. Leslie Ann L. Sedillo (PHO II), department heads, hospital chiefs involved in the program, and PhilHealth officers from the central office, including Dr. Clementine Bautista, Dr. Leona Bayta, Dr. Jocelyn Maala, Ms. Lilibeth Perez, and Ms. Mercy M. Picorro.

Other provinces identified as HCPN demonstration sites include Benguet, Laguna, and Sarangani. (PAU-PRO 6)
