BACOLOD City – Mayor Neil Lizares of Talisay City, Negros Occidental said charges are being prepared against two Locally Stranded Individuals (LSIs) who escaped from their quarantine facility to buy liquor.
Lizares said the charges will be filed through the local Inter-Agency Task Force against the coronavirus disease or COVID-19.
They will be charged criminally for violation of Sec 6 (c) of the Talisay City Ordinance No. 626, series of 2020 and Sec. 9 (d) of the Republic Act 11332 (Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act).
The law recognizes the disease surveillance and response systems of the Department of Health (DOH) and its local counterparts as the first line of defense against epidemics or any event that may pose a health threat to the public.
Earlier, Lizares said that the two LSIs, who were infected with COVID, should face sanctions for escaping from the quarantine facility.
The two were immediately apprehended by authorities.
Lizares said that despite being on strict quarantine, the two violated protocols and evaded the police only because they wanted to buy alcoholic drinks.
“Sadly, it is clear that they did not think of the possibility of infecting other people (if they are Covid-19 positive). Their irresponsibility should not be justified nor tolerated.”
