Scholarship ordinance approved

ROXAS CITY, Capiz – The Sangguniang Panlalawigan (SP) of Capiz approved last week an ordinance granting scholarship program to poor but deserving Capiceño students.

Dubbed Capiz Scholarship and Educational Assistance Program, the scholarship program aims to strengthen and improve the provincial government scholarship, said Board Member Thea Faith Reyes, chairman Committee on Education, Science and Technology.

Under the ordinance, scholars will be classified in four categories – merit, special courses, technical-vocational, and educational assistance.

The merit scholar, the provincial government will accept 500 first year students scholars wherein 250 will enroll in private schools and will receive P5,000 per semester while 250 will enroll in public schools and receive P2,500 in assistance. They must maintain an average grade of 85 percent without failing grades.

In the special courses scholar, 125 applicants will enroll in environmental management, veterinary medicine, agriculture and fisheries courses. The freshmen students will receive P10,000 per semester.

Meanwhile, the provincial government will accommodate out of school youth, unemployed adults, and solo parents who will enroll in the Alternative Learning System(ALS) under the technical-vocational scholars.

The provincial government will allocate P1 million per year apart from the counterpart given by the Technical Education and Skills Development Authority (TESDA).

In the educational assistance program scholars, 500 students from indigent families will be accommodated but they should pass the qualifying examination. Under the said program, students will receive P1,000 per semester until they can graduate but they should have 75 percent general average with no failing grade.

Reyes said that under the said scholarship program, applicants should be a residents and registered voters of the province of Capiz for one year or more before they can apply.

She added that parents of the applicants must have not excess its annual income of P200,000 and has a provision to avoid political accommodation.

She added that no applicants that have relatives in the elective position in the provincial government and members of the scholarship committee in the third degree. The scholarship program will be effective for school year 2020.

She assured that the existing scholars under the past administration will be continued they will still receive P5,000 in the private schools and P1,000 in public schools.
