ROXAS CITY, Capiz – Punong barangay Arthur Aragon of Cagay village here said the 21-year-old student arrested by police in a drug bust operation was innocent and the illegal items that were recovered from the latter were allegedly planted.

Aragon said that Prince Dave Doncillo is known in their community as a good person and has no bad record in the barangay.

He said he never knew that Doncillo joined any group or “barkada.”

Doncillo arrived in Brgy. Cagay here last January 5, 2021 from Manila where his family was living.

The village chief said Doncillo was not the subject of the police operation as it was Jocelyn Cabisilla who was the target of the Regional Police Drug Enforcement Unit (RPDEU).

He said that it was very unfortunate for Doncillo that he was present at the scene when the operation was carried out.

Aragon said that Cabisilla is a suspected drug personality in the barangay because of her live-in partner’s link to another suspected drug peddler.

The police on Monday filed charges against Doncillo of Sitio Bliss, Barangay Cagay here for violations of Republic Act 9165 (Comprehensive Dangerous Drug Act of 2002) before the Roxas City Prosecutors Office here.

Recovered from Doncillo were the P14,100 fake money, 13 sachets of suspected shabu and several drug paraphernalia.

But according to Doncillo, he was shocked when police arrested him while he was having his snack in the area.

He denied owning the suspected illegal drugs and other recovered items.

Police Lt. Col. Mark Anthony Darroca, RPDEU team leader, said Cabisilla escaped after sensing that she was dealing with an undercover police officer.

Darroca estimated the weight of the seized substance at 65 grams with market value of P442,000.
