PSA, San Lorenzo prepare for CBMS Implementation in Guimaras

The Philippine Statistics Authority (PSA)-Guimaras Provincial Statistical Office and the Municipality of San Lorenzo are currently preparing for the 2022 Community-Based Monitoring System (CBMS) implementation this coming July.

“As a fifth-class municipality among the five towns in Guimaras, San Lorenzo will be funded by the government for the 2022 CBMS rollout based on Republic Act (RA) 11315,” Provincial Statistics Officer Nelida B. Losare said.

“LGUs that are not funded by the national government are enjoined to allocate funding from their respective LGU budget as prescribed in Section 2.2.14 of the Local Budget Memorandum (LBM) No. 82,” Losare added

In preparation for the CBMS rollout in July 2022, the Officials of the San Lorenzo Municipality created the CBMS Council and CBMS Coordinating Board, and the Core Team through Executive Order No. 27 Series of 2022.

The CBMS Coordinating Board – chaired by the Mayor of San Lorenzo, co-chaired by the PSO of PSA Guimaras and the Municipal Local Government Operations Office (MLGOO) of the Department of the Interior and Local Government (DILG)-Guimaras (Vice-Chairperson), and the members of the Coordinating Board convened on May 30, 2022 – to plan the implementation of the CBMS activities.

“The convening was held to ensure that the essential logistics and other requirements are in place prior to and during the CBMS operations”, Losare said.

Pledges of the members in support of the CBMS implementation include the provision of the CBMS Headquarters, Training venue, Communication/Internet Facilities, and Transportation facilities pledged by the Municipal Planning and Development Office (MPDO); Information, Education, and Communication (IEC) materials, Transportation, and medical assistance pledged by the Municipal Health Office (MHO) and Rural Health Unit (RHU).

“Other pledges were the reproduction of IEC materials, and dissemination pledged by the local Department of Education (DepEd), Municipal Social Welfare and Development Office (MSWDO), Municipal Agriculture Office (MAO), Human Resource and Management Office (HRMO), Municipal Tourism Office, and PNP; Provision of Security throughout the CBMS operations to be provided by the Philippine National Police PNP- San Lorenzo; Assistance to CBMS Headquarters, Training Venue, Information, Education, and Communication Campaigns, and use of Transport Facilities pledged by the Liga Office,” Losare said.

Losare also said that the other Municipal Offices including the Engineering, Municipal Budget Office, and the Department of the Interior and Local Government (DILG) promised to provide Technical Assistance while the Municipal Civil Registrar (MCR) pledged to provide Data and information for the CBMS roll-out.

The 2022 CBMS objectives were also discussed during the convening.

Losare cited that the 2022 CBMS generally aims to conduct a full-scale census in selected areas to generate updated and disaggregated data necessary for targeting beneficiaries, conduct a more comprehensive poverty analysis and needs prioritization, design appropriate policies, and interventions, provide a mechanism for impact monitoring over time and provide information that will enable a system of public spending that warrants government allocation on areas and populace that are most wanting.

“The CBMS also aims to establish a system of data collection, data sharing, and information management, which will respect the fundamental human right to privacy, ensure data quality, and uphold data protection principles of legitimate purpose, transparency, and proportionality,” Losare said.

Losare further discussed that the CBMS will also create a database at the national and city/municipal level and will generate relevant statistics at higher levels that are complementary and supplementary to the local-level data.

“The convening was done successfully and the assistance for the conduct of the CBMS activities was in place, and we are urging for the support and cooperation of the board for a successful implementation of the 2022 CBMS in San Lorenzo.”
