Mactan-Cebu International Airport (MCIA) has taken a major step toward sustainability by signing a Memorandum of Understanding (MoU) with Airports Council International (ACI) Asia-Pacific & Middle East to establish a comprehensive Net Zero emissions roadmap.
The MoU, signed during the 59th Conference of Directors General of Civil Aviation, aims to guide MCIA in its journey toward carbon neutrality.
Through ACI’s Net Zero Roadmap programme, MCIA will receive strategic support in creating a framework that addresses carbon footprint projections, asset management, fuel usage, and operational efficiency.
The initiative also includes advice on CAPEX planning, implementation strategies, and access to potential funding from global financial institutions.

Baronci emphasized the need for “robust action” to help airports like MCIA meet sustainability challenges.
Athanasios Titonis, CEO of Aboitiz InfraCapital GMCAC, which operates MCIA, reaffirmed the airport’s commitment to becoming a sustainability leader among Philippine airports.
“Our partnership with ACI Asia-Pacific & Middle East gives us confidence that our initiatives will leave a meaningful, long-lasting impact on the environment,” Titonis said, hoping to inspire other airports across the region.
Julius Neri, General Manager of MCIA, echoed these sentiments, praising the partnership for its potential to accelerate the airport’s environmental goals.
“We have cultivated an airport ecosystem that consistently demonstrates its effectiveness. With ACI now joining us on our sustainability journey, we are confident that their expertise will bring valuable insights,” Neri stated.
MCIA recently earned Level 1 certification from Airport Carbon Accreditation, a globally recognized program for carbon management in airports.
The newly signed MoU aims to help MCIA reach Level 5, the highest accreditation, requiring the airport to achieve Net Zero carbon emissions for Scope 1 and 2, while addressing Scope 3 emissions.
