The Department of Science and Technology (DOST) held its annual Balik Scientist Convention, on October 28, 2024, at the Philippine International Convention Center (PICC) in Pasay City.
This year’s theme, “Global Talents, Local Innovations: A Decade of Balik Scientist Contributions,” spotlights the extraordinary impact and achievements of the Balik Scientists over the last ten years.
Since 1975, the Balik Scientist Program has become a catalyst for innovation, bringing world-class Filipino scientists back to the Philippines to share their knowledge and expertise in key sectors such as agriculture, aquatic resources, health, energy, industry, and emerging technologies. The Program was further strengthened with its institutionalization through RA 11035 or the “Balik Scientist Act”, signed on 15 June 2018.
“These globally recognized scientists and experts were able to introduce innovative solutions in collaboration with their local host institutions, enhancing local research capabilities and strengthening the Philippines’ scientific community,” said DOST Secretary Renato U. Solidum, Jr.
Among the notable achievements of the program are the development of molecular techniques to boost rice and tilapia production, the creation of microbial biobanks to enhance aquaculture feed, and the integration of smart farming technologies. At the same time, some Balik Scientists have made significant strides in advancing bioremediation solutions for heavy metal contamination.
In the health sciences, the program has facilitated the development of innovations such as drug delivery systems, disease diagnostics, and cell culture technologies. It has also optimized protocols for detecting harmful chemicals in medicines and water, pioneered radiation-assisted plastic recycling, and developed advanced biosensors for heavy metal bioremediation. Other breakthroughs include the utilization of CubeSat technology and the creation of a sterilizer for infectious medical waste.
“These accomplishments have significantly strengthened the Philippines’ scientific capabilities and research infrastructure, demonstrating the program’s impactful contributions to the nation’s technological and environmental progress… Likewise, the increasing number of higher education institutions that have tapped Balik Scientists to boost their Science, Technology, and Innovation programs, is a testament to the positive impact that the program is creating,” Solidum added.
For the 10th Annual Convention, DOST will gather a dynamic mix of returning scientists, local researchers, industry leaders, and policymakers. They will celebrate their inspiring work, spark new collaborations, and exchange innovative ideas. It will also serve as a platform for building and sustaining partnerships to address national challenges and promote sustainable development across various sectors.
The convention provided an opportunity to assess the program’s impact and chart its future direction. Discussions focused on the challenges and achievements of the past ten years to ensure that the program continues to evolve in response to the rapid pace of globalization and remains a key driver of scientific innovation in the Philippines.
One of the highlights of this year’s convention is the presentation of the Balik Scientist Achievement Awards, honoring exceptional contributions in the areas of science, technology, and innovation. This prestigious award recognized Balik Scientists whose achievements were above and beyond their terms of reference, and whose groundbreaking work has made a lasting impact on the nation’s progress and development.
