BACOLOD CITY – Senate Majority Leader Francis “Tol” Tolentino announced that his proposed program to assist families displaced by calamities, named LITAW (Liwanag, Internet, Kuryente Assistance Welfare), will begin in January 2025.
Tolentino, speaking to reporters on Thursday during a land title and CoCROM (Certificate of Condonation and Release of Mortgage) distribution event for Negrense agrarian reform beneficiaries in Cadiz City, explained that the program aims to provide government assistance for paying basic utilities such as electricity, internet, and water.
He said the proposal emerged after observing how disaster victims prioritize utility bill payments to avoid disconnections, often while still rebuilding their homes.
“In times of calamity, families should not be immediately burdened with utility payments. The Filipino family’s priority is to repair their home,” Tolentino said.
He emphasized that the program offers a comprehensive solution to the challenges faced by disaster-stricken families.
“It will ensure that the most critical needs, such as electricity, internet access, clean water, and direct welfare assistance, are swiftly addressed, allowing families to regain a sense of normalcy during the recovery period,” he said.
The Department of Social Welfare and Development (DSWD) will implement the program, with funding to be allocated by Congress.
Tolentino, who authored the Three Gives Law during the COVID-19 pandemic—allowing consumers to pay utility bills in installments—stressed the importance of ensuring timely subsidies during crises.
Barangay Official Term Extension
Tolentino also announced that the Senate is poised to approve a bill extending the term of barangay officials.
“We will extend the terms of barangay officials to four years per term, for three terms, instead of the current two terms of six years,” he said.
As Senate Majority Floor Leader, Tolentino stated he has been involved in crafting and passing many legislative measures.
When asked about the reported rift between President Ferdinand Marcos Jr. and Vice President Sara Duterte, Tolentino declined to comment.
“Hindi na, Pasko naman (Not anymore, it’s Christmas),” he said.
