To accommodate the expected surge in flower demand during Valentine’s season, the Iloilo City government has temporarily authorized flower vending outside public markets on Feb. 13 and 14.
Mayor Jerry P. Treñas issued Executive Order No. 018-A, which outlines specific guidelines for sidewalk flower vending, including designated areas and permit requirements.
The executive order permits flower vending in the following locations:
- City Proper: Vacant lot along Arroyo Street
- Jaro: Outside the plaza across Rose Pharmacy and Ted’s Batchoy
- Mandurriao: Outside the plaza fronting the police station on Onate Street
- Molo: Across Molo Mansion
- Arevalo: Outside the plaza across the police station
- Peripheral sections of the seven public markets, including Arevalo, Molo, Mandurriao, La Paz, Jaro, and the Central and Terminal Markets
The local government emphasized that vending outside these designated areas is strictly prohibited and will be subject to clearing operations.
To qualify for a temporary vending slot, flower vendors must submit the following documents to the Special Services Division (SSD) of the Iloilo Public Order and Safety Management Office (POSMO):
- Barangay clearance from the area where they intend to sell
- Community tax certificate (cedula)
- Special permit contract
Additionally, vendors must submit a letter of intent, comply with cleanliness and display regulations, and secure a special permit from the Investment Services, Business Permits, and Licensing Division (ISBPLD) at the City Mayor’s Office.
A PHP 500 fee per stall must be paid to the City Treasurer’s Office.
Each vendor is allowed only one stall. The SSD will conduct regular inspections to ensure compliance with city regulations.
Inspections will focus on proper stall setup, waste management, and adherence to vending regulations.
