The Department of Energy (DOE) has selected Iloilo Province to pilot a standardized energy infrastructure ordinance aimed at expediting energy project approvals nationwide.
This initiative aims to address inconsistent and prolonged permitting processes at the local government unit (LGU) level.
Undersecretary Sharon S. Garin emphasized the importance of collaboration between national and local governments to enhance regulatory transparency and coordination.
“By working closely with LGUs, we enhance regulatory transparency, improve coordination, and streamline approval processes,” Garin said.
The proposed ordinance includes clear timelines for issuing LGU Resolutions of Support, allows simultaneous processing of applications for strategic energy investments, and encourages provisional permits.
These measures aim to make approvals faster and more predictable, aligning with national efforts like the Energy Virtual One-Stop Shop Act and the Green Lane for Strategic Investments.
Iloilo currently hosts three renewable energy projects and anticipates 26 more, including four committed, 15 indicative, and seven potential developments. This positions the province as a hub for clean energy growth.
Beyond Iloilo, the DOE has conducted similar consultations in Batangas, Rizal, Ilocos Norte, and Pangasinan, indicating plans to implement this model nationwide.
The agency is also collaborating with the Department of Agrarian Reform, Department of Environment and Natural Resources, and Philippine Ports Authority to ensure smooth execution of energy projects.
