The 4Ps Party-list emerged as the top choice in Metro Manila and the rest of Luzon, while Malasakit@Bayanihan and Duterte Youth led in the Visayas and Mindanao, respectively, according to the April 2025 national survey by independent pollster WR Numero.
The findings are based on the Philippine Public Opinion Monitor survey conducted from April 1 to 7, 2025, which used face-to-face interviews with 1,894 registered Filipino voters.
Respondents were asked to choose one party-list group from a mock ballot mirroring the official Commission on Elections list, simulating their vote if elections were held during the survey period.
In Metro Manila, 22% of voters chose 4Ps, followed by ACT-CIS with 14%, Trabaho and SBP with 7% each, Akbayan at 5%, and FPJ Panday Bayanihan at 4%.
Smaller shares of support went to Tingog and ACT Teachers (3% each), while 1Munti, People’s Champ, RAM, CWS, BH, and Kababaihan each received 2%.
In the rest of Luzon, 4Ps again led with 10%, trailed by FPJ Panday Bayanihan (8%), Ako Bicol (5%), Solid North Party (5%), and Duterte Youth (4%).
Tingog, Nanay, ACT-CIS, and Kabataan polled at 3%, while 15 other party-lists, including Gabriela, Senior Citizens, and PBBM, registered 2%.
In the Visayas, Malasakit@Bayanihan topped the rankings with 16% of voter preference, followed closely by Tingog and 4Ps with 13% each.
Uswag Ilonggo placed a strong fourth with 12%, highlighting its rising influence and Ilonggo regional base just ahead of 1-Rider (9%) and Ako Bisaya (7%).
Other party-lists such as Akbayan, BHW, Magsasaka, Kabataan, and FPJ Panday Bayanihan were selected by 2% of respondents in the Visayas.
In Mindanao, Duterte Youth was the dominant choice, capturing 29% support—by far the highest single-regional total among all party-lists—followed by 4Ps at 19% and Dumper PTDA at 15%.
Support in Mindanao was also recorded for Abamin (5%), Trabaho, Kabataan, and Kusug Tausug (3% each), while Swerte, Patrol, and Ahon Mahirap polled at 2%.
The survey has a nationwide margin of error of ±2%, and regional margins of ±6% in NCR and ±5% in Luzon, Visayas, and Mindanao, with a 95% confidence level.
Although the WR Numero survey also gauged public opinion on major national issues such as the arrest of former President Rodrigo Duterte and the impeachment case against Vice President Sara Duterte, the party-list findings were based solely on voter preference.
