Incumbents Dominate 2025 Party-List Race — WR Numero

Eight out of ten top party-list groups preferred by Filipino voters for the 2025 elections are incumbent organizations, according to the April 2025 Philippine Public Opinion Monitor survey conducted by nonpartisan firm WR Numero.

The nationwide poll, conducted from April 23 to 30 with 2,413 likely voters, found strong support for re-electionist groups, led by 4Ps with 11% and Duterte Youth with 7% voter preference, making them frontrunners to secure the maximum three seats in the House of Representatives.

ACT-CIS, another incumbent, followed with 5%, positioning itself for at least two seats, alongside Solid North Party and Tingog, both tied at 4%.

Among the groups poised to win one congressional seat each are Ako Bicol and Kabataan (3% each), and Uswag Ilonggo, FPJ Panday Bayanihan, LPGMA, and Pinoy Workers (2% each).

Only Solid North Party and FPJ Panday Bayanihan are new entrants among the ten most preferred groups, underscoring a trend of voter loyalty to familiar party-list names.

WR Numero’s simulated ballot approach mirrors an actual Commission on Elections list, offering voters a realistic experience to determine preferences.

By region, voter support varies sharply, reflecting both geographic and political leanings.

In Metro Manila, SBP leads with 12%, followed by 4Ps at 9% and ACT-CIS at 8%, while Murang Kuryente and FPJ Panday Bayanihan both secured 4%.

In Luzon outside the capital, 4Ps topped with 8%, trailed by Solid North Party (7%), Ako Bicol (6%), and four groups at 4% including Duterte Youth and LPGMA.

In the Visayas, Uswag Ilonggo emerged as the top choice with 14%, followed by Tingog (10%), ACT-CIS and Ako Bisaya (7% each), and 4Ps (6%).

Mindanao respondents heavily favored 4Ps and Duterte Youth, both at 19%, ahead of Asenso Pinoy (7%) and Kabataan (6%).

Party-list preferences also varied based on political leanings.

Among pro-Duterte voters, Duterte Youth garnered 16% while 4Ps followed closely at 14%.

Supporters of the Marcos family and allies favored Solid North Party at 10%, with other preferences scattered among AIA, ACT-CIS, and LPGMA.

In contrast, voters aligned with the opposition—associated with figures like Leni Robredo and Risa Hontiveros—favored 4Ps, Uswag Ilonggo, and Kalinga (7% each).

Among independents, 4Ps continued to dominate with 10%, while Tingog, Solid North Party, ACT-CIS, and Ako Bicol all received around 5%.

The WR Numero survey has a ±2% national margin of error at a 95% confidence level, with regional margins ranging from ±3% to ±6%.
