BACOLOD CITY – The city government has formed a Local Governance Transition Team to ensure an orderly and transparent handover of responsibilities to incoming elected officials.

The committee was created through an executive order issued by Mayor Alfredo “Albee” Benitez on Friday, May 9.

The LGTT is tasked with ensuring a smooth transition by managing official records, conducting a full inventory of city properties, and safeguarding movable and immovable assets.

The team includes all department heads, a representative from the Department of the Interior and Local Government, the City Council secretary, and at least one member from a recognized civil society or people’s organization.

Their responsibilities include compiling and preserving key documents such as audit reports, development plans, budget records, and operational reports, as outlined in the executive order.

They are also responsible for overseeing the formal handover process, including completing turnover forms and organizing the turnover ceremony and orientation for newly elected officials.

A Final Transition Report, detailing the process, gaps, and recommendations, will be submitted to the DILG.

This initiative follows DILG Memorandum Circular No. 2025-016, which promotes transparency, accountability, and continuity in local governance.
