BIR Orders Upgrade of eLounges for Better Taxpayer Services

Following Commissioner Lumagui’s directive, RDO No. 51 – Pasay City and the Regular Large Taxpayer Audit Division have upgraded their eLounge facilities. The improvements, along with the deployment of trained personnel, demonstrate the BIR’s commitment to providing better service and enhancing digital access for taxpayers.

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. has directed all Revenue District Offices (RDOs) to upgrade their eLounge facilities and deploy dedicated personnel to assist taxpayers, following the issuance of Revenue Memorandum Order No. 39-2024 (RMO No. 39-2024).

The order aims to enhance the accessibility of BIR eServices and streamline tax compliance for taxpayers. Commissioner Lumagui emphasized that he will personally oversee the upgrades in each RDO to ensure they meet the agency’s standards.

“I will personally monitor the eLounge of RDOs to check if the same has been upgraded, and if revenuers have been deployed to help taxpayers availing of the eLounge facility,” Lumagui said. “The BIR commits to making tax compliance easier for taxpayers, whether they access our services on-site or online.”

The eLounge facilities, available at all RDOs, offer taxpayers free access to BIR eServices for various tax transactions, including registration applications, updating taxpayer information, filing tax returns, and submitting required reports. However, filing of ONETT (One-Time Transaction) applications through the eONETT system will incur a PHP 150 convenience fee per transaction.

At least three trained personnel will be deployed at each eLounge to guide taxpayers in navigating BIR eServices, ensuring they receive prompt and effective assistance.

The eLounges operate from 8 a.m. to 5 p.m., but may extend beyond office hours based on taxpayer needs and the discretion of the Revenue District Officer. This flexibility aligns with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
