A decomposing body inside a sack was found floating at Parola Wharf in City Proper, Iloilo City, on the morning of January 26.

The discovery occurred around 7 a.m., just over an hour before the final day highlights of the Dinagyang Festival 2025 began at the nearby New Iloilo Freedom Grandstand.

Police reports revealed that stones wrapped in cyclone wire were placed inside the sack alongside the human remains.

The victim was later identified as a resident of Antique province. His sibling confirmed his identity but requested anonymity.

Family members stated that the victim had traveled to Iloilo City on January 22, but they were unaware of his purpose. He had not been heard from since his departure.

It was also reported that the victim was a “Tokhang surrenderer,” an individual who had previously turned themselves in during the government’s anti-drug campaign.

Authorities are conducting further investigations to determine the circumstances surrounding the incident.
