Capitol still computing savings, additional bonus assured

BACOLOD City – Provincial Administrator Rayfrando Diaz said Friday that the Negros Occidental provincial government is still computing its savings in view of the appeal of capitol employees for additional bonus.

This, after the Progressive Alliance of Capitol Employees (PACE) and Negros Occidental Governor Eugenio Jose Lacson signed a three-year Collective Negotiation Agreement (CNA).

This will allow employees of the provincial government to receive CNA incentives.

“We are still computing our savings,” Diaz told Daily Guardian.

He assured, though, that capitol employees can expect something from the local government.

PACE president Renelo Lastierre said the agreement was signed Thursday afternoon.

“We believe the governor will reward efforts of the provincial government employees working with him, in the fight against the coronavirus disease 2019 or COVID-19 pandemic,” he added.

Earlier, the Sangguniang Panlalawigan of Negros Occidental granted the governor the authority to sign the three-year CNA which would begin this year until 2023.

Diaz said that Capitol employees may receive as much as P25,000 in CNA incentives, depending on the MOOE (Maintenance and Other Operating Expenses) savings, as allowed by the Department of Budget and Management and the Commission on Audit.

Lastierre said that the signed CNA will serve as the basis for Capitol employees to avail of the incentives, based on the available amount of MOOE savings.

The signed CNA will be registered with the Civil Service Commission and Department of Labor and Employment, he added.

Aside from the CNA, Lastierre said they will continue lobbying for the extra release of the extra bonus for all employees.

Last year capitol employees received P60,000 extra bonus, on top of their of 13th and 14th month pay, as well as cash gift.
