The Philippine Postal Corporation (PHLPost) has reaffirmed its leadership under Director Luis D. Carlos and former Justice Stephen C. Cruz, who were reelected as Postmaster General and CEO, and Chairman of the Board of Directors, respectively, during a special board meeting on August 15.
The reelections, following the nomination by President Ferdinand “Bongbong” Marcos Jr., mark a continued focus on good governance and modernization within PHLPost.
President Marcos also appointed Ricardo R. Blancaflor as a new board member, all of whom were sworn in by Barangay Captain Ronaldo D. Cantores of Brgy. 191 Zone 20, Pasay City.
PMG Carlos, who took office as Acting Postmaster General and CEO in April 2023, was officially appointed by the President to the Board of Directors, effective July 1, 2024, until June 30, 2025. His leadership, now confirmed for another term, has been credited with significant strides in operational efficiency, particularly during his acting tenure.

As we embark on this journey of transformation and growth, together with the dedicated postal employees, we remain committed to delivering reliable postal services, embracing innovation, and fostering closer ties with our stakeholders,” Carlos stated.
Under Carlos’ leadership, PHLPost has launched several initiatives aimed at modernizing postal services, improving operational efficiency, and enhancing the corporation’s international profile.
Notable achievements include the reduction of fuel costs from PHP 107 per liter to regular pump prices, significantly cutting the corporation’s fuel budget.
Additionally, Carlos secured grants from various international postal administrations, bolstering operational capabilities at no extra cost to PHLPost.
Carlos has also been instrumental in strengthening collaboration with law enforcement agencies to combat technical smuggling through postal services.
The partnership has led to the seizure of millions of pesos worth of contraband, including illegal drugs and endangered animals, at the Central Mail Exchange Center near the airport.
PHLPost, a critical component of the nation’s infrastructure, plays a vital role in connecting Filipinos across the archipelago and supporting commerce and communication.
With nearly two decades of experience in the postal industry, Carlos is set to guide PHLPost through further advancements in digital transformation and customer-focused service delivery.
Former Justice Cruz, now reaffirmed as Chairman, and Carlos, with a renewed mandate, are expected to continue driving PHLPost towards greater operational excellence and innovation, aligning the corporation with the demands of the digital economy.
