The Commission on Human Rights (CHR) has expressed support for the Quad Committee’s (QuadComm) recommendation to file charges of crimes against humanity against key officials linked to alleged extrajudicial killings during the Duterte administration’s anti-drug campaign.
Among those named by QuadComm are former President Rodrigo Duterte, Senator Ronald “Bato” dela Rosa, Senator Christopher “Bong” Go, former Philippine National Police (PNP) chiefs Oscar Albayalde and Debold Sinas, as well as former police officials Royina Garma and Edilberto Leonardo, and former Malacañang official “Muking” Espino.
The QuadComm’s findings stem from 13 hearings that examined testimonies and sworn statements regarding the controversial campaign. The committee also seeks to classify extrajudicial killings as a heinous crime under Philippine law.
“The CHR acknowledges the QuadComm’s tireless work in uncovering the facts through public inquiry,” the Commission stated. “This effort reflects a collective pursuit of justice and accountability in the face of grave human rights violations.”
The CHR has long called for justice for the families of extrajudicial killing victims, emphasizing that accountability is critical to dismantling a culture of impunity.
“No one, regardless of position or rank, should be allowed to stand above the law,” the CHR said, reiterating the importance of democratic principles and respect for human rights.
The CHR noted that justice requires humane and sustainable solutions and urged collective action by the government and civil society to reshape the Philippines’ drug policy.
The QuadComm’s recommendation signals a pivotal moment in addressing human rights violations, highlighting the need for the government to take decisive action to ensure accountability and prevent future abuses.
