ROXAS CITY, CAPIZ — The Department of Environment and Natural Resources (DENR) 6 successfully brought essential government services to the people of Capiz through the Bagong Pilipinas Caravan of Services, held on October 12-13, 2024, at the Capiz Gymnasium, Capiz Villareal Stadium.
The event, part of a national initiative to decentralize government services, provided various services such as legal counseling for land claims, mass acceptance of Public Land Applications (PLAs), and applications for water permits. The DENR 6 also distributed native and fruit tree seedlings to the public.
“The Bagong Pilipinas Caravan of Services aims to bring the government services closer to the people,” said DENR 6 OIC Regional Executive Director Raul L. Lorilla. “We encouraged our beneficiaries and stakeholders in Capiz province to take advantage of this opportunity. This helped them save time and money, especially when they had something to follow up at the regional office.”
One of the event’s highlights was the Handog Titulo Program, which saw the ceremonial distribution of 67 patents to beneficiaries in Capiz. Of these, 45 were agricultural free patents, while 20 were residential free patents. In addition, a special patent was awarded to Benlit Elementary School in Bilao, Sapian, and another to the local government unit of Dumalag, Capiz.
The issuance of these special patents ensured that important public services and educational institutions secured land ownership, contributing to the continuous delivery of quality services for future generations.
“Patents are not mere land titles—they are a promise of security,” Lorilla added. “Farmers, in particular, are empowered to claim their hard-earned land, enabling them to access credit, invest in their livelihoods, and secure their families.”
DENR 6 was represented by OIC Regional Executive Director Lorilla, Assistant Regional Director for Technical Services Edgardo M. Rostata, Provincial ENR Officer Ernest C. Federiso, and selected division and section chiefs. The event was supported by 23 other government agencies and local government units. (DENR)
