DOF Reforms Customs Rules to Protect OFW Balikbayan Boxes

The Department of Finance (DOF) has overhauled customs regulations governing balikbayan boxes through a newly signed Joint Administrative Order (JAO), ensuring their safe and timely delivery to families of overseas Filipino workers (OFWs).

Finance Secretary Ralph G. Recto said the measure was crafted to defend the value of every item sent home by OFWs and protect shipments from fraud and delay.

“It is our duty to defend every peso our OFWs send home—including what’s inside their balikbayan boxes,” Recto said.

“This JAO will allow us in the DOF to make sure that your shipments do not land in the hands of fraudulent consolidators,” he added.

In Filipino, Recto assured, “Sisiguraduhin namin na ang mga padala niyo ay makakarating sa kamay ng inyong mga mahal sa buhay ng buo, ligtas, at sa tamang oras.”

The JAO forms part of the Marcos administration’s broader commitment to support the welfare of OFWs, who contributed PHP 1.87 trillion in remittances in 2024, according to Bangko Sentral ng Pilipinas (BSP) data.

The JAO is a multi-agency effort involving the DOF, Bureau of Customs (BOC), Department of Migrant Workers (DMW), Department of Trade and Industry (DTI), Department of Transportation (DOTr), Overseas Workers Welfare Administration (OWWA), and Philippine Ports Authority (PPA).

It seeks to address systemic issues such as undelivered balikbayan boxes and fraudulent freight forwarders by establishing clear registration, accountability, and tracking mechanisms.

Under the JAO, the DOF will supervise the timely release of balikbayan boxes and oversee coordination among involved agencies.

The BOC, under DOF’s supervision, will issue implementing rules and regulations (IRR) for registering deconsolidators as third-party handlers.

It will also define protocols for releasing abandoned boxes and outline responsibilities of registered deconsolidators and their international counterparts.

The BOC will be authorized to suspend, cancel, or revoke the registration of noncompliant deconsolidators based on clearly defined grounds.

To improve transparency, the BOC will publish an updated list of accredited deconsolidators, shipment statuses, and reports of abandoned boxes on its official website.

The order will take effect 30 days after its publication in two newspapers of general circulation and submission to the Office of the National Administrative Register (ONAR) at the UP Law Center.
