Globe Telecom has reported a 20% improvement in the processing and issuance of permits since the implementation of Executive Order No. 32, underscoring its vital role in accelerating the company’s 5G and fiber network expansion.
The progress comes amid Globe’s ongoing efforts to address the country’s rising demand for reliable and affordable connectivity.
From 2021 to mid-2024, the company built over 4,000 cell towers and deployed more than 3 million fiber-to-the-home lines.
“We are grateful for the government’s efforts to streamline the permitting process. In particular, we commend the President for issuing Executive Order No. 32, which has helped speed up the issuance of permits,” said Michelle Ora, Globe’s Vice President and Head of Strategic Partnerships and Programs.
However, Globe emphasized the need for more consistent implementation of EO 32 across local government units (LGUs).
Persistent issues such as varied permitting requirements, delays in the adoption of the Electronic Business One-Stop Shop (eBOSS), and additional fees continue to create bottlenecks for telecom infrastructure development.
“We are committed to working with the government and other stakeholders to address these challenges,” Ora said. “By working together, we can create a more conducive environment for telco builds. This will help ensure that more Filipinos have access to affordable and reliable telecommunications services.”
Cities such as Antipolo, Bacoor, Calamba, Marikina, and Navotas have streamlined their permitting processes with a one-stop-shop system, serving as models for other LGUs. Additionally, Mandaluyong, Manila, and Bacolod have further simplified requirements by removing certain clearances.
Globe called for uniformity in permitting processes and the elimination of excessive fees, advocating for workshops and stakeholder engagements with LGUs and homeowners’ associations to strengthen EO 32’s implementation.
EO 32 aligns with President Ferdinand Marcos Jr.’s vision of a digitally connected Philippines, enabling telecom providers to expand their services to underserved communities and drive national progress.
Globe reaffirmed its partnership with the Anti-Red Tape Authority (ARTA), LGUs, and other stakeholders to bridge the digital divide and empower Filipinos with stronger, more reliable telecom networks.
