GUIMARAS TIGHTENS POPULATION MOVEMENT

With the health capacity of the province now at critical risk based on the June 1, 2021 Department of Health Situational Report, Governor Samuel T. Gumarin imposed more restrictions on the movement of persons to arrest the spread of COVID-19 pandemic in the province of Guimaras.

Gumarin issued Executive Order No. 24, Series of 2021 today, June 5, 2021 providing for the following measures:

  1. BORDER CONTAINMENT

1.1. Regulation of Ports of Entry. There shall be a limitation of ports of entry to Jordan wharf, Buenavista wharf, RORO wharf (Jordan). In addition,  Sebaste wharf in Sibunag, Puyo wharf in Nueva Valencia and Tacay wharf in Buenavista shall be opened for trading/cargo purposes only; other borders not mentioned shall remain closed.

1.2. Travel Regulations.  Only highly essential travels (inbound/outbound) shall  be  permitted: 1) transport of basic commodities and necessities such as petroleum products, medicines and medical supplies, food, food products and beverages, essential domestic implements/household and personal hygiene products, construction materials, agricultural and fishery products and supplies; 2) medical reasons; 3) exercise of profession and work related transactions; and 4) other meritorious cases as may be determined by the provincial government;

1.3.  In all cases, individuals found to be COVID-19 positive and those who show symptoms referable to COVID-19 shall be denied entry, except in cases of medical referrals from the province.

1.4.  Returning or visiting persons coming from outside Western Visayas shall continue to be governed by Executive Order No. 12 series of 2021 (follow this link: https://guimaras.gov.ph/news-and-updates/executive-order-no-67-series-of-2020-2/).

  1. COMMUNITY CONTAINMENT

2.1.  Closure of business establishments except those that are  considered essential such as markets, groceries/convenience stores, sari-sari stores, pharmacies, gasoline stations, water refilling stations, banks, money centers, clinics, hospitals, health facilities, funeral parlor, construction supplies, eateries, bakeshops, fastfood chains, restaurants, agricultural/poultry supplies, motorcycle and auto supplies, vulcanizing shops and public utilities.  Dine-in services in food establishments are, however, suspended until further notice.

The operating hours for business establishments shall not be earlier than 6 AM and not later than 1 PM.  Pharmacies may open not earlier than 6 AM but not later than 3 PM.  Exempted from the foregoing business hour limitations are hospitals and funeral parlors.

All on-going construction projects shall be permitted provided that it shall comply with business operating hours mandated in this order.  On-going government construction projects shall remain unimpeded.

2.2.  Sea vessels shall operate not earlier than 6 AM and not later than 3  PM.

2.3.  Public utility vehicles shall operate not earlier than 5 AM and not later than 4 PM.

2.4.  Mass gatherings which may include, but not limited to religious gatherings, are suspended.  Meetings and/or gatherings initiated by the government to address the COVID-19 pandemic, as well as the distribution of government grants and subsidies to the residents are allowed, provided that minimum health protocols shall be strictly observed.

 

  1. LOCAL BORDER RESTRICTIONS

3.1. The residents of the municipalities of Nueva Valencia, Sibunag and San Lorenzo including those who sojourn thereat, are restricted from going to the municipalities of Jordan and Buenavista, except:

3.1.1.  for reasons of work or work related transactions;

3.1.2.  for medical reasons;

3.1.3.  to access essential goods; and

3.1.4. for some meritorious grounds as determined by the provincial government.

It is emphasized, however, that for purposes of accessing essential goods (item 3.1.3 above) in the municipalities of Jordan and Buenavista, the schedule as reflected under item 3.7 hereof shall be followed.

3.2.  The residents of the municipalities of Jordan and Buenavista      including those who sojourn thereat, are restricted from going to other municipalities, except:

3.2.1.  for reasons of work or work related transactions;

3.2.2.  for medical reasons; and

3.2.3. for some meritorious grounds as determined by the provincial government.

3.3. For this purpose, a travel pass shall be issued by the head of offices for those who work in government offices.  For non-government workers/individuals, the travel pass shall be issued by their respective Punong Barangays who shall see to it that the intended travel is one allowed by this Executive Order.  Attached as Annexes “A” and “B” are the travel pass format.

3.4. The Municipal Mayors are hereby directed to effectively establish local border restrictions, such as the setting up of border control points, in coordination with the Philippine National Police, among others.

3.5.  In all cases, inhabitants of areas placed under “lockdown” by proper authorities shall comply with the guidelines issued in connection thereto.

3.6. Ambulant vendors, peddlers and agents, and their regular selling and collection activities, to include “bulante” and other related transactions, are temporarily restricted and suspended;

3.7.  Subject to additional guidelines to be issued by the municipal governments concerned on operating hours and protocols, the following are the schedule of markets which shall remain open seven days a week:

3.7.1. For Jordan Food Terminal Market located at Barangay San Miguel, Jordan:

3.7.1.1.  For residents of Sibunag – Only on  Wednesday/s and Saturday/s

3.7.1.2.   For residents of Nueva Valencia – Only on Tuesday/s and Friday/s

3.7.1.3.   For residents of San Lorenzo – Only on Monday/s and Thursday/s

3.7.1.4.   For residents of Jordan – At their own convenience

3.7.2.   For Buenavista Commercial Complex and Public

 

Utility Market located at Barangay Mclain, Buenavista:

3.7.2.1.      For residents of San Lorenzo – Only on        Monday/s and Thursday/s

3.7.2.2.     For residents of Buenavista – At their     own convenience

Previous issuances and/or orders that are inconsistent herewith are hereby repealed, revoked or modified accordingly.

This Executive Order shall take effect at 12:01 AM of June 07, 2021 until further revoked or amended.
