IBPAP welcomes new COO

The IT and Business Process Association of the Philippines (IBPAP), a pivotal organization within the country’s Information Technology and Business Process Management (IT-BPM) industry, has named Celeste B. Ilagan as its new Chief Operating Officer (COO).

This appointment is a strategic move aimed at advancing the association’s Roadmap 2028, focusing on nurturing talent, improving infrastructure, and streamlining the ease of doing business to stimulate innovation and growth in the IT-BPM sector.

Jack Madrid, the President and CEO of IBPAP, shared his enthusiasm for Ilagan’s new role.

“Celeste’s deep background, especially her direct involvement in policy and regulatory affairs, equips her with the unique insights and strategic vision vital for IBPAP’s mission,” Madrid said.

He expressed full confidence in her capabilities to co-lead the association’s pivotal initiatives.

Ilagan brings to the table more than a quarter-century of rich experience in policy shaping and regulatory framework enhancement, essential for bolstering the Philippine IT-BPM industry.

In her previous role as IBPAP’s Chief Policy & Regulatory Affairs Officer, she was instrumental in liaising with policymakers and regulators, ensuring that the sector remained agile and competitive in the face of changing legislative and regulatory landscapes.

Her significant contributions have not gone unnoticed, playing a crucial role in affirming the Philippines’ reputation as a prime outsourcing destination on the global stage.

Before joining IBPAP, Ilagan’s influential tenure at SPi Global was marked by leadership in initiatives that propelled the company to new market heights. Her efforts in industry and government relations have been key to strengthening the company’s position and its impact within the sector.

Her commitment to the nation’s investment portfolio was further demonstrated during her time with the Board of Investments as the Executive Director of the Investments Promotion Group.

 

It’s this commitment that garnered her the esteemed accolade of Individual Contributor of the Year at the 2009 ICT International Awards, underscoring her significant impact on the Philippine BPO industry.

With Celeste Ilagan at the operational helm, IBPAP is poised to make significant strides towards achieving its strategic goals, driving forward the IT-BPM industry’s potential and ensuring its sustainable growth and competitiveness in an ever-evolving global market.
