Iloilo City Mayor Jerry Treñas has formed a team to ensure a smooth transition of assets and responsibilities to newly elected or re-elected officials after the May midterm elections.
Through Executive Order No. 31, signed on April 2, the mayor established the Local Governance Transition Team (LGTT) in compliance with Department of the Interior and Local Government (DILG) Memorandum Circular 2025-016.
The directive aims to guarantee continuity of local government services after the elections.
Treñas will chair the LGTT, while the vice chairperson will be selected by majority vote among its members.
The team will be composed of the incumbent department heads of the city government, the city director of the DILG, the secretary of the City Council, and a representative from an accredited civil society organization or people’s organization.
According to the executive order, the LGTT is responsible for facilitating a seamless transition to new or returning officials by safeguarding city records and assets, managing the handover process, and maintaining governance continuity.
The team is tasked with conducting a thorough inventory of all movable and immovable city government properties and preparing a detailed asset report.
It will also collect, secure, and preserve official city documents, including the Governance Assessment Report, Commission on Audit Report, contracts, loan agreements, and the Executive-Legislative Agenda.
The LGTT will oversee the turnover process by ensuring outgoing officials complete the required handover forms and update accountability lists for those re-elected.
A formal turnover ceremony will be held for incoming officials, who will be briefed on governance reports, operational controls, challenges, and ongoing projects, programs, and activities.
The team will also facilitate training, dialogues, pre-election orientation, and post-election debriefing sessions.
To uphold transparency, the LGTT will submit a Final Transition Report detailing its activities, identifying challenges, and recommending actions for future transitions.
