Iloilo City Launches PHP2.5-Billion Housing Project in Jaro

Mayor Jerry P. Treñas, along with officials from the Department of Human Settlements and Urban Development, Pag-IBIG Fund, and EON Realty and Development Corp., led the ceremonial time capsule laying for the PHP2.5-billion Uswag 4PH Condominium Complex in Barangay San Isidro, Jaro on May 9.

The Iloilo City government officially broke ground on the PHP2.539-billion project during a ceremony attended by local and national officials.

“It embodies our vision of a more progressive and inclusive Iloilo City—where every Ilonggo has an equal opportunity to thrive and succeed,” Treñas said.

“To our national partners, thank you for trusting Iloilo City as a model for this program,” he added.

“To our developers, your hands will help build more than just structures; you will build futures.”

The complex is part of the national Pambansang Pabahay Para sa Pilipino Housing Program, commonly known as 4PH.

It will include 13 ten-story buildings with a total of 1,677 residential units.

Each unit will measure between 24 and 27 square meters and cost between PHP1.53 million and PHP1.71 million.

The development will also feature a multipurpose hall, basketball court, swimming pool, pavilion, parks and playgrounds, a perimeter fence, a guardhouse, and a materials recovery facility.

Completion is targeted for 2030.

Iloilo City was chosen as a model site for the 4PH initiative due to its proactive support.

The city provided the land and secured financing from the Development Bank of the Philippines.

Construction will be funded through a public-private partnership with EON Realty and Development Corp.

“This is the very first joint venture in the country that is fully compliant with the PPP Code,” said Atty. Peter Jason Millare, head of the Iloilo City Local Housing Office.

“The prices are set by DHSUD, and payment goes directly to the Pag-IBIG Fund—not to the city,” he added.

Priority will be given to informal settler families, minimum wage earners, and those relocated from high-risk or disaster-prone areas.

Applicants must be Pag-IBIG members for at least two years, have a loyalty card, and own no registered real property.

Vice Mayor Jeffrey Ganzon, city council members, department heads, and national housing officials attended the launch.

Among the national officials were DHSUD Undersecretary Eduardo P. Robles Jr., Assistant Secretary Marie Loise A. Ticman-Canson, Pag-IBIG Fund CEO Marilene Acosta, PPP Center Director John Emmanuel R. Pronto, DHSUD Region 6 Director Eva Maria P. Marfil, and EON executives Felicito H. Tiu and Franjieh Eon Angelo C. Tiu.

The city signed a Memorandum of Agreement with DHSUD and Pag-IBIG in April 2024.

The project was awarded to EON Realty in March 2025.

Interested residents may inquire or apply at the Iloilo City Local Housing Office on the fifth floor of Iloilo City Hall.
