Iloilo Named Best E-CLIP Committee Implementer in Western Visayas

The province of Iloilo was recognized as the Best Enhanced Comprehensive Local Integration Program (E-CLIP) Committee Implementer in Western Visayas by the Department of National Defense (DND) Task Force Balik-Loob.

The award was presented during the task force’s 7th founding anniversary held May 21 at the AFP Commissioned Officers Clubhouse, Tejeros Hall, Camp General Emilio Aguinaldo in Quezon City.

The recognition highlights Iloilo’s proactive efforts in implementing E-CLIP, with a focus on peacebuilding and reintegrating former rebels into society.

The province’s E-CLIP program includes employment facilitation, educational assistance, and collaboration among government agencies and partners.

Two key ordinances were enacted to support these efforts:

  • The Educational Reintegration Assistance Ordinance (Provincial Ordinance No. 2024-328), which provides educational aid to former CPP-NPA-NDF members or their children.
  • The KAPATIRAN Educational Reintegration Assistance Ordinance (Provincial Ordinance No. 2024-330), which offers educational support to KAPATIRAN members—RPM-P, RPA-ABB, TPG—or their dependents pursuing technical or tertiary education.

In 2024, the province issued 26 Joint AFP and PNP Intelligence Certificates (JAPIC) to former rebels.

Iloilo is also preparing to establish a Halfway House to support those transitioning from armed groups to civilian life.

Through the E-CLIP Committee, government agencies continue to coordinate assistance for reintegration efforts.

While waiting for assistance packages from the Department of the Interior and Local Government (DILG), the Provincial Social Welfare and Development Office (PSWDO) provides immediate aid through the Assistance to Individuals in Crisis Situation (AICS) program.

The PSWDO also works with the Department of Social Welfare and Development (DSWD) to extend food and livelihood support.

The Provincial Peace and Order Committee aids in processing Amnesty Program applications and medical assistance for former rebels.
