Lawmaker urges review of gov’t insurance on vital infrastructure

BACOLOD City – Abang Lingkod Partylist Rep. Stephen Paduano called for a congressional review of the government’ insurance program on vital infrastructure.

“Now, more than ever, with the onslaught of successive typhoons that damaged the country, the urgency to review by Congress the government’s insurance program on vital infrastructures has become imperative,” Paduano said.

Paduano, who hails from Negros Occidental, was referring to the parametric insurance with the premium payment amounting to P2 billion and as well as the indemnity insurance with the same premium.

He also stressed that the need for the creation of the Department of Disaster Resilience has become apparent.

Paduano also said that “the minority is an integral part of this institution and as such, we are here not to destruct nor obstruct.”

“We are here to complement the majority by bringing out the best in them through debates and interpellations that characterize a deliberative democracy,” he added.

The partylist solon further said that “We have one and the same goal which is to craft laws that will lead to a better and dignified living conditions for our countrymen.”

He cited the passage of Bayanihan I and II, saying that “though not all members voted in favor, it is proof of the minority’s commitment towards effective and responsive legislation.”

The current minority bloc Paduano said is one of the most diverse with six members coming from the Makabayan bloc, eight from Partylist Coalition Foundation, four from Liberal Party, three from Nasyonalista Party, one from National Unity Party and another one from the Nationalist People’s Coalition.

He also said that considering the distinct party principles, he expects contrasting views and opinions on any issue that have to be discussed and decided upon.

“But I am determined to find ways in order to harmonize these mindsets, whenever possible, and put forth a common stand that is acceptable to everybody. However, when dissenting opinions appear to be irreconcilable, I would encourage each minority member to cast their vote on particular legislations according to the dictates of their conscience,” Paduano added.
