LTO-6 to Establish Negros Island Region Office

The Land Transportation Office (LTO) Western Visayas is moving forward with plans to establish the LTO Negros Island Region (NIR), marking a significant step toward improved regional governance.

The proposal, led by Regional Director Atty. Gaudioso P. Geduspan II and Assistant Regional Director Jeck Conlu, was recently presented to the House Committee on Visayas Development.

The proposed regional office will be located at Purok Manayawsaw in Barangay Mansilingan, Bacolod City.

Situated within the existing compound of the LTO Bacolod City District Office and the Negros Occidental Licensing Center, the site features existing infrastructure, reducing the need for additional construction or land acquisition.

The building, currently used as a Driver’s Education Center and covered by a valid transfer certificate of title, is ready for operational use.

The proposed office aligns with Republic Act No. 12000, which mandates the establishment of Department of Transportation (DOTr) agencies in the NIR.

In his presentation, Geduspan emphasized the advantages of the location.

“The existing infrastructure and its prime accessibility enable us to hit the ground running with minimal cost implications,” he said.

The office setup includes a temporary space for the LTO NIR regional director to ensure smooth administrative operations and coordination.

The regional office will consist of four divisions: the Office of the Regional Director, Administrative Division, Financial and Management Division, and Operations Division.

This structure will oversee operations in Negros Occidental, Negros Oriental, and Siquijor, covering 12 district offices, 12 driver’s license renewal offices, and one licensing center.

All units will be under the direct supervision of the regional director for streamlined service delivery.

The establishment of the LTO NIR gained momentum as Senate Bill No. 2507, or the Negros Island Region Act, secured unanimous approval in its third and final reading with 22 affirmative votes.

The bill officially designates Negros Occidental, Negros Oriental, and Siquijor as part of the NIR.

Rep. Mercedes Alvarez-Lansang of Negros Occidental’s 4th District highlighted the initiative’s importance during the 8th Regular Meeting of the House Committee on Visayas Development.

“This is not just an administrative reorganization; it’s a significant step toward enhancing regional development, ensuring that our transportation and governance systems are more responsive to local needs,” she said.

Preparations are underway as government agencies collaborate to ensure the seamless establishment of the LTO NIR.

With its strategic location, cost-efficient operational framework, and legislative support, the regional office aims to improve public service and foster regional growth.

By maximizing existing resources and streamlining operations, LTO Western Visayas seeks to establish the NIR for a future of accessibility, efficiency, and sustainable development.
