Murder attempt on a Yanson-5

At about the same time that Ronnie Gudaca arrived at the VTI main office and asked for the return of Mancia’s motorcycle keys, police officer Pula came back to the main office. Emily Yanson asked him what charges were filed against Mancia. Pula replied that “Mancia was charged with reckless driving and then charged with a fine of THREE HUNDRED PESOS (P300.00).”

This annoyed EVY, who readily replied that her life is just worth three hundred pesos and then directed Langote to have the incident recorded at the nearest BAC-UP Station.

I don’t know which police academy or police garrison Pula learned his function as a law enforcer, but from what I know policemen endorse whoever they apprehended to the police station and inform the receiving officer of the reason for the apprehension.

From the witnesses’ narrative and probably Pula also saw the incident as he was there “instantly”, the incident is no reckless driving case. I believe Pula had at the time good eyesight even if he has jaundiced thinking. How can a boom truck driven by an unauthorized person attempting to smash into a crowd be considered reckless driving? This is beyond comprehension, unless as I wrote earlier, Pula was there to ensure that the deed against Emily was executed and to “save” Mancia if something amiss happened as it did.

This is a murder attempt case even if by Pula’s training it did not seem to him as an action to kill by ramming down a person or persons with a boom truck that had no business being in that particular place.

Another interesting element in this case is the reason that Pula brought the suspect, Mancia, to Sambok where the forces of Leo Rey were creating a situation in an attempt to take over the company. Why did Pula go there instead of the nearest police precinct? Was it to report to his co-conspirators of Mancia’s failure to execute and that he had saved Mancia from being arrested by real police officers? Were Pula’s conspiring superiors there keeping watch of the situation in the terminal?

Again, I don’t know where Pula got his training but by what or who’s authority was it that issued the decision that Mancia is guilty of reckless driving and fined P300? Do policemen do this without properly recording the incident or is Pula just following the so-called “SOP” used by lawless policemen to extort money from drivers?

Did Pula even bother to find out why Mancia was driving a vehicle that was not his?

But Emily knows her law so Langote immediately went to the BAC-UP Station 7 and have the incident recorded as Police Blotter Report Entry No. -068107-201908-7680.

After directing Langote to have the incident recorded as Attempted Murder and not just a mere reckless driving incident, EVY went with Pula to the main office gate and had another confrontation about the just concluded incident.

The entire confrontation between Pula and EVY were captured on video and a copy of which is contained in a flash drive submitted as integral part of the Complaint.

During that confrontation, the complaint said, “Pula admitted that it was respondent City Director Biñas, who instructed respondent P/Maj. Gabana, the station commander of BAC UP 7 to charge Mancia with reckless driving and fine him P300.OO.” Why did Pula rant?

Now here is another fascinating information that solidifies the suspicion that this attempt on the life of Emily has the hand of the Bacolod police that cannot be understood except in the light of more powerful police and money influence on the forcible takeover of the VTI.

The complaint reveals that although Mancia was charged only with Reckless Driving, upon the instruction of then CD Biñas as admitted to by Pula, “there exists no record of the incident in the Police Blotter Report.”

How come? Well, this adds another crime of suppression of evidence of which scalawag police officers are experts?

The complaint called attention to the black bag Mancia was holding when apprehended by the police. Since the arrest of Mancia was done immediately after his commission of the crime, Pula was well within his rights to do a warrantless search on Mancia but Pula did not. Why?
