The Department of Energy (DOE) has announced the launch of the fifth round of the Green Energy Auction (GEA-5), exclusively targeting offshore wind (OSW) projects, set for the third quarter of 2025.
This milestone marks a significant step in the Philippines’ push to generate offshore wind power by 2028, aligning with the Philippine Energy Plan 2023-2050.
Energy Secretary Raphael Lotilla emphasized the initiative’s pivotal role in advancing the country’s renewable energy goals.
“The GEA-5 exemplifies our commitment to achieving energy security, reducing reliance on fossil fuels, and championing the energy transition agenda,” Lotilla said.
The auction aims to secure long-term demand for OSW developers, provide a clear timeline for stakeholders, and help diversify the country’s energy mix. Key stakeholders include the National Grid Corporation of the Philippines, the Philippine Ports Authority, the Department of Environment and Natural Resources, the Philippine Coast Guard, and local government units.
To ensure transparency, the DOE plans to release the Notice of Auction (NOA) and Terms of Reference (TOR) soon, detailing the timeline, procedures, and guidelines. Stakeholder position papers are under review to refine the auction process.
Industry leaders and experts have welcomed the announcement, citing its potential economic and environmental benefits.
“This auction represents a transformative opportunity for the Philippines to lead renewable energy development in the region while creating jobs and fostering industrial growth,” said Cecilia Reyes, a renewable energy analyst.
The DOE expects the GEA-5 to attract significant investment, enhance local job creation, and solidify the Philippines as a leader in clean energy.
“This is not just about energy; it’s about positioning the Philippines as a global player in sustainability,” Lotilla added.
The success of GEA-5 will serve as a blueprint for future OSW projects and a benchmark for the country’s renewable energy ambitions.
