President Marcos Names Voltaire Agas as SSS Officer-in-Charge

Longtime public servant to lead state-run pension fund

President Ferdinand R. Marcos Jr. has appointed Atty. Voltaire P. Agas, Executive Vice President for the Branch Operations Sector of the Social Security System (SSS), as the Officer-in-Charge (OIC) of the state-run pension fund.

The appointment, formalized in a memorandum signed by Executive Secretary Lucas P. Bersamin on October 17, 2024, ensures the continuous and efficient delivery of services to SSS members, pensioners, and beneficiaries during the leadership transition.

Agas has served in the SSS since 2012, beginning as its Chief Legal Counsel, a position he held for a decade. Since March 2022, he has overseen all branch operations, which include membership expansion, contribution collection, and the processing of benefits.

A seasoned public servant, Agas brings over 30 years of government experience. His career includes stints at the Public Attorney’s Office (PAO) and the National Prosecution Service under the Department of Justice (DOJ), as well as serving as a trial judge in Quezon City.

Agas is the first career official from within the ranks of SSS to be appointed as its OIC. “This designation reflects the trust in Atty. Agas’ ability to lead the pension fund during this crucial period,” said an official from the Executive Office.

Agas holds a law degree from San Beda University and began his legal career as a PAO lawyer from 1989 to 1994. He was recently honored with the Outstanding Public Servant Award by PAO during its 8th MCLE-Accredited National Convention in August 2024.

Before joining the public sector, Agas also worked in the private sector as a corporate legal manager and chief compliance officer in the Ayala Life Insurance Group, now BPI AIA Life Assurance Corporation. His early experience as a socio-economist for projects under the Asian Development Bank and the World Bank adds to his diverse background.

Agas replaces Commissioner Robert Joseph M. De Claro, who previously held the OIC position. De Claro will remain a member of the Social Security Commission, representing the Employers’ Group.
