PSA Guimaras gears up for 2022 CAF

The Philippine Statistics Authority (PSA)-Guimaras Provincial Statistical Office recently convened with the Municipal Census Coordinating Board (MCCB) of the five (5) municipalities in the province, including the Provincial Census Coordinating Board (PCCB), in preparations for the upcoming 2022 Census of Agriculture and Fisheries (CAF) which will commence on September 4 until the 25th day of October 2023.

“The first CAF MCCB convening was done in Nueva Valencia Municipality last May 26, and in the afternoon of the same day with Sibunag Municipality,” Provincial Statistics Officer Nelida B. Losare said.

“On the 29th of May, the 2022 CAF MCCB convening was made possible with LGU San Lorenzo, while LGU Buenavista and Jordan MCCBs convening were on the first day of June, and the discussion with PCCB followed on June 2, 2023,” Losare added.

The convening with MCCB and PCCB of 2022 CAF aims to ensure the cooperation of all government and private entities and the smooth flow of census operations in Guimaras.

“This convening is very important for this is where we solicit support and assistance for the successful operation of 2022 CAF in Guimaras,” Losare said. 

Losare also expounded that the MCCB members committed to the following: meeting venues for the PSA staff, hired enumerators, census area supervisor, and assistant area supervisor; training venue; assistance for transport of census materials, and even bantay dagat during the enumeration in the island barangays; medical assistance during emergencies, and the MDRRMO of Jordan for accident insurance of 8 hired enumerators for Jordan Municipality.

“Likewise, during PCCB, four (4) member agencies offered a training venue, and PNP assured security assistance. Likewise, assistance during emergencies was committed by the Provincial Disaster Risk Reduction and Management Office (PBRMO) and Provincial Health Office (PHO),” Losare said

“The Guimaras State University (GSU), pledged to assist in the IEC production for CAF and even in other publications of the province,” Losare added. 

During the convening, PSO Losare discussed the overview and objectives of the 2022 CAF, the methodology and timeline of survey operations, and the indicators needed.

The 2022 CAF is a large-scale government undertaking geared towards collecting, and compiling basic information on the agricultural and fishery sectors in the country, emphasizing that the data collected in the census will serve as important bases for policies, plans, and programs for the country’s socioeconomic development,” Losare highlighted in her presentation.

“This undertaking was made possible through Executive Order 352, which provides for the conduct of a Census of Agriculture and Fisheries every ten (10) years.”

Losare also explained that the 2022 CAF is the seventh of a series of decennial agricultural censuses and the sixth of the decennial census of fisheries in the country, which aims to determine the structural characteristics of the agriculture and fishery sector that will provide a sampling frame for the conduct of periodic agricultural and fishery surveys, and other related statistical undertakings, provide basics data for use in national as well as sub-national development planning, and provide basics data on agricultural and fisheries facilities and services in the barangay.

“The target respondents are all households in the sample barangays will be listed, and all households with at least one operator will be enumerated, while incumbent Barangay Officials will be interviewed regarding the presence of services and facilities in their barangays to support agriculture and fisheries operations,” Losare stated.

“All non-households with crop farms, livestock, and poultry farm, aquafarm, and fishing operations will be listed and interviewed, including Business establishments, Cooperatives, Associations, Universities, Institutions, NGAs, GOCCs, LGUs, and International Organizations.”

The 2022 CAF will enumerate all households with operators and non-households with agricultural, aquaculture, and or fishing operations covering the period January 01 to December 31, 2022.
