
BUTUAN CITY – The Social Security System has signed a memorandum of agreement with the Department of Health Caraga Regional Office to provide social security protection to 200 job order and contract of service workers.
The partnership, sealed on May 9 at the DOH Caraga Regional Office, places the workers under the SSS KaSSSangga Collect Program, which registers them as self-employed members.
Under the agreement, DOH Caraga will deduct Social Security and Employees’ Compensation contributions directly from workers’ salaries and remit them to the SSS Butuan Branch.
SSS Acting Vice President for Mindanao North Division Benigno J. Dagani Jr. said the program targets job order and contract of service workers from local government units, national government agencies, state colleges and universities, and other professional groups.
He added that regular government employees who previously worked in the private sector may also switch their SSS membership type to voluntary to continue contributions through salary deduction.
“SSS implemented this special coverage program not only to extend social security protection to workers in the professional sector but also to make contribution remittance more convenient, thereby helping them maintain active membership,” Dagani said.
As of March 2025, the SSS Butuan Branch has 36 participating partners under the program and expects to sign agreements with three more national government agencies by the end of the first semester.
