Teen inmate in rape case accused cop of brutality

An 18-year-old boy who was arrested for rape charges accused a policeman of allegedly mauling him.

Ruby Montelibano said that the alleged mauling incident of her son, Jay V Montelibano, happened on October 4, a day after he was arrested.

Jay V told her mother that a certain Sergeant Moso went inside the detention cell and called for him.

He claimed that Moso strangled and punched him.

The policeman was allegedly drunk when the incident happened.

Major Marlyn Roquero, Iloilo City Police Station 4 commander, confirmed she has an officer named Moso.

Incidentally, Corporal Fortunato Moso, ICPS4 warrant officer, is one of the two policemen who arrested Jay V on Oct 3.

Ruby said she knew of the incident two days after.

She immediately went to the police station and was able to talk to Roquero about lodging a complaint.

Roquero allegedly told her that she will have the matter investigated.

The mother said she went back the evening of the said day but got no update.

She also claimed that Roquero warned her against reporting the incident to the media.

In her defense, Roquero said that Ruby might have twisted some facts.

“After receiving the complaint, I immediately had the inmate undergo medico-legal examination,” she said.

The result stated that the teenager suffered soft tissue injury from an alleged assault.

Jay V has earlier claimed that he was punched thrice on the back.

Roquero assured Ruby that she will have the matter investigated.

“It’s wrong for her to say that I prevented her from going to the media,” she said.

Roquero claimed to have told Ruby that she could file charges whenever she wants.

When Ruby said she will bring her complaint to the media, “I told her that if she wants to go the media, the case would just be returned to us for investigation.”

“I didn’t say that she should not go to the media. Maayo gid maghimo istorya,” Roquero said

After the complaint, Roquero claimed she also asked Moso to make a written explanation.

Moso denied the accusation and claimed they just went to the detention cell and asked for a certain Donny, who was charged for carnapping.

It was gathered that the National Police Commission (NAPOLCOM) has already ordered Moso to report on Monday.

He was also ordered to submit a written explanation on the accusation against him.

It can be noted that Jay V was arrested 5:00 p.m. on October 3 at Zone 1, Barangay Compania Central, Molo, Iloilo City.

The number four most wanted persons of Molo, the suspect was accused of allegedly raping his nieces aged 3, 5, and 14 years old.

No bail was recommended for his temporary liberty.
