BACOLOD City – The Task Force to End Local Communist Armed Conflict (ELCAC) denounced the killing of a member of the Citizen Armed Force Geographical Unit (Cafgu) at Sitio Mansalahid, Barangay Luz, Guihulngan City, Negros Oriental last January 28.

The 303rd Infantry Brigade (IBde) identified the fatality as Mico Quilistino Dinoy, a resident of Sitio Lumorang, Barangay Hinakpan, who was assigned to Barangay Imelda Detachment.

Dinoy was driving a motorcycle when he was waylaid by four suspected members of the New People’s Army (NPA) in Barangay Luz. He succumbed to multiple gunshot wounds, according to the Army.

Recovered by police from the scene were 13 cartridges of .45 caliber ammunition.

Authorities conducted pursuit operations which led to the arrest of two minors who were identified by witnesses as “look-out” of the armed perpetrators, the Army said.

The Leonardo Panaligan Command (LPC)-NPA, in a statement, claimed the attack committed by its Special Partisan Operation (SPARO) – Team.

Ka JB Regalado, spokesperson of LPC-NPA, said the action was carried out due to the victim’s reported link to many abuses against the people.

The Army described such killing as barbaric, as the NPA do not respect human rights.

Meanwhile, Mayor Carlo Reyes also condemned the murder of Dinoy, which he said were “acts of violence.”
