The Trade Union Congress of the Philippines (TUCP) is advocating for a Comprehensive Heat Risk Action Plan across all workplaces to safeguard the health of workers amid rising temperatures.
The initiative follows DOLE Labor Advisory No. 8, Series of 2023, urging employers to take proactive steps such as conducting health risk assessments and improving workplace conditions to mitigate heat stress.
TUCP President and House Deputy Speaker Raymond Democrito C. Mendoza stressed the collective moral duty to protect each other from extreme heat.
“It is our shared moral responsibility…to beat the heat together through proactive precautionary and quick response measures,” Mendoza stated, highlighting the urgency of the issue.
The TUCP’s call to action includes:
– Instituting ‘heat breaks’ for outdoor workers during peak heat hours.
– Implementing a ‘buddy system’ for mutual worker safety monitoring.
– Regular ‘hydration reminders’ to encourage water intake.
– Conducting ‘heat stress orientation sessions’ with refresher training.
– Improving ‘ventilation’ in the workplace by simple means like opening windows and using fans.
Deputy Speaker Mendoza emphasized the mutual benefits of the Heat Risk Action Plan, saying, “This is a win-win imperative for both labor and business to ensure that Filipino workers will be safe, productive, and healthy amidst the blistering heat.”
The TUCP’s advocacy underscores the need for a collaborative approach between labor and management to address the challenges posed by the country’s hot climate, aiming to preserve both employment and the well-being of the workforce.
