The Municipal Civil Registry Office (MCRO) of Buenavista, Guimaras won the “Regional Civil Registration Month Quiz Bee” title during the Regional Closing Ceremony of the 31st Civil Registration Month (CRM) Celebration held at the Philippine Statistics Authority (PSA) Regional Office VI on February 26, 2021.

Aside from Gaylan, the other contestant of Guimaras, Michael C. Esprago of Jordan MCRO, was third runner-up in the Regional CRM Quiz Bee.
“There were two participants in each province except for Iloilo and Capiz with only one participant each while Aklan was not able to participate due to the pandemic. We are so glad that the two participants from Guimaras were among the finalists and finally bagged the grand champion award,” Guimaras Provincial Statistics Officer Nelida B. Losare said.
“Gaylan and Esprago were the top two winners during the Provincial CRM Quiz Bee Contest provincial elimination round,” Losare added.
Then other winners were Marivel G. Gargalicana from LCRO Iloilo City (first runner-up), Elery G. Balgos from MCRO Dao, Capiz (second runner-up), and Ma. Rosario M. Palomo from MCRO Sipalay, Negros Occidental (fourth runner-up).
The one-and-a-half-hour quiz bee competition was composed of 30 questions covering three categories with different types of questions including Republic Acts 9048 and 10172, civil registration laws, likewise, there were situational and definition matters added.
RA 9084 authorizes the city or municipal civil registrar or the consul general to correct a clerical or typographical error in an entry and/or change the first name or nickname in the civil register without need of a judicial order.
RA 10172, on the other hand, amended RA 9084 to authorize the city or municipal civil registrar or the consul general to correct clerical or typographical errors in the day and month in the date of birth or sex of a person appearing in the civil register without need of a judicial order.
Gaylan received a P4,000 cash prize while Esprago received P1,000. They also received certificates of recognition.
The other winners also received the same certificates.
Gargalicana won P3,000, while Balgos and Palomo got P2,000 and P500, respectively.
The non-winners also received certificates of participation.
Losare extended her gratitude for the cooperation of the five MCROs in the Province of Guimaras.
She said she is also proud of the teamwork of the two participants who humbly unveiled their expertise in the field of Civil Registration and for bravely accepting the challenge to represent Guimaras in the Regional Quiz Bee contest.
“For the very first time Guimaras was able to bring home the bacon and given the chance to represent Western Visayas region in the national level quiz bee competition (no definite schedule yet),” Losare said.
