The Department of Social Welfare and Development (DSWD) Field Office VI will be releasing P6,000 Social Amelioration Package for Pantawid Pamilyang Pilipino Program beneficiaries and the Informal Sector.
“This is the national government’s effort to provide for the informal sector, 4Ps households and vulnerable sectors so that they can cope with the crisis. We are doing our best to fast track this as we see the urgency for it,” DSWD-6 Regional Director Ma. Evelyn B. Macapobre said.
All over the country, the amount ranges from 5,000 to P8,000. The basis is the regional minimum wage levels.
The social amelioration measures will help mitigate the socio-economic impact of the COVID-19 health crisis and the enhanced community quarantine to target beneficiaries.
The measures are contained in the Joint Memorandum Circular forged by DSWD, Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of the Interior and Local Government (DILG), Department of Finance (DOF), and the Department of Budget and Management (DBM).
WHO CAN AVAIL?
Around 1.8 million target households and families will be receiving the aid.
Each LGU has a target number of beneficiaries. It shall assess those most in need of assistance for prioritization.
The following are eligible:

- 4Ps Beneficiaries
- Informal economy workers
-Directly hired or occasional workers (labandera)
-Subcontracted workers
-Homeworkers (family enterprise making crafts, delicacies)
-Househelpers and family drivers
-Drivers of pedicab, tricycle, PUJs, PUVs, PUBs, taxi, and transport network companies registered vehicles
-Transport network vehicle service drivers (grab drivers)
-Micro-entrepreneurs and producers, operators of sari-sari stores (asset size, less land, is less than P100K and has employees less than 5)
-Family enterprise owners (carenderia owners, fruit/vegetable vendors, RTW)
-Sub-minimum wage earners (dishwashers or helpers in carenderia)
-Farmers- not 4Ps and not covered by DA’s Soc. Amelioration Package
-Employees affected by “no work, no pay”
-Stranded workers
-
- Other households with members belonging to any of the vulnerable sectors
-Senior Citizens
– Persons with disability
– Pregnant and lactating mothers
– Solo Parents
-Indigent Indigenous Peoples
-Underprivileged and homeless individuals
-Other members of the vulnerable sectors
HOW WILL IT BE DONE!
The SAP payment will be in a house-to-house manner. The provision of assistance is projected to be completed within the duration of the Enhanced Community Quarantine.
Beneficiaries will have to submit Social Amelioration Cards (SAC), which capture the family profile, and will serve as a monitoring tool to track the assistance received by the households.
4PS BENEFICIARIES
Households under the 4Ps will be supported with a top-up on their grants and rice subsidy to reach the maximum benefit per region.
4Ps beneficiaries are most vulnerable to economic, social and physical shocks such as this health crisis, thus, the need to augment their existing grants to help them.
“We want the SAP delivered to the houses of the beneficiaries soonest. We understand that this is urgent and we want the people to stay in their homes with their basic needs met,” Macapobre said. (DSWD-6)
