In response to a recent burglary at one of its offices, the provincial government of Iloilo is exploring the addition of more security guards to protect Capitol employees.

Governor Arthur Defensor Jr. highlighted the urgency of enhancing security during a press conference on Thursday, noting the retirement of many provincial guards.

“Our provincial guards are retiring. Once upon a time, the phasing out started because the management of the jail had been turned over to the BJMP. That is why our provincial guards retire without getting replaced,” Defensor explained.

The operational control and supervision of the Iloilo Rehabilitation Center were transferred to the Bureau of Jail Management and Penology (BJMP) in 2011.

This change led to a reorganization among the jail and provincial guards. Over the next two years, those who qualified were absorbed by the BJMP, while the remainder continued their duties under the provincial government.

To address the dwindling number of guards, Defensor revealed that the provincial government had already formed a civil security group from the Iloilo Provincial Civil Defense Office prior to the burglary. This team not only manages Capitol security but also supports disaster response efforts.

The initial recruitment brought in four personnel responsible for operating responder vehicles. “We will continue so we can replenish our retiring provincial guards,” he added.

Plans are underway to hire a total of 25 personnel for the civil security group.

Additionally, in light of security concerns, Defensor is considering implementing identification cards for Capitol visitors, who currently only need to log their names and visit purpose.

“We will also discuss the issuance of IDs, but we want the Capitol to be accessible for all. However, because of the incident and other similar security concerns, we will have to make considerations,” he stated.

As a precaution, Defensor advised that during flag ceremonies, offices should ensure at least one staff member is present to safeguard personal and provincial assets.
