Brgy. Liong in Roxas City, Capiz is considered a marginalized barangay since majority of its residents are living below poverty line with less than PHP3,000 monthly income.
The COVID-19 pandemic further aggravated the plight of the marginalized sector. The effects of the crisis resulted to self-employment, home service and work from home as alternative modes of income generation among the residents.
However, things have changed for the members of the marginalized sector of the barangay. The DOLE livelihood assistance transformed the once idle individuals into enterprising and productive skilled workers.
To provide livelihood for the out of school youth, unemployed and underemployed, a PHP991,980 livelihood assistance was released by DOLE-RO No. VI through its Capiz Field Office for the Kabuhayan Starter Kit Project of the barangay which was distributed recently.
“The DOLE offers intervention to livelihoods affected by the pandemic,” said DOLE-RO No. VI Regional Director Cyril L. Ticao. “We believe in the capacity of the residents of Brgy. Liong. We help enhance their skills and develop their self-reliance.”
Brgy. Liong’s partner, the Capiz State University (CAPSU) conducted a 10-day Technical Skills Training on Basic Arc Welding, Building Wiring Installation, Refrigeration and Air-Conditioning, and Beauty Care to the seventy (70) beneficiaries.
“With skills enhanced and the livelihood materials they received, they can open a small scale business that will surely generate income for their families,” said Capiz Field Office OIC- Head Mr. Wilfredo A. Santizo.
A Certificate of Competency was also issued for those who have successfully completed and passed the training to enhance personal credentials in seeking for an opportunity once the pandemic is over.
